Any attempt to actually _use_ the locale stuff fails dereferencing incomplete types because the guts of the headers (where the actual struct contents are defined) get zapped during install by unifdef on _LIBC guards. If the cross compiler supports internationalization, bash tries to stick -lintl into the host compiler, which may not support it.
