0000072: Add applet to redirect console output via ioctl(..., TIOCCONS)

Description

I've written a tiny utility 'getcons' to redirect the system console's output to the current tty. Very useful on embedded systems without (permanent) serial console.

Now, I've integrated it with busybox. Patch included. (Patch may be put to package/busybox for testing within buildroot.)

(0000368) pgf 08-01-05 11:14	committed patch with revision 11008. changed name of applet from getcons to setconsole, to match the suse utility. they're very close to being identical. differences can be resolved as bugs.
