0001155: chgrp does not compile if chown is not configured

Description

Version should be 1.3.1, but I cannot select that on the product version above.

If chown is not configured, the chgrp.c file does not compile:

CC coreutils/chgrp.o
cc1: warnings being treated as errors

coreutils/chgrp.c:26: warning: implicit declaration of function `chown_main'
