Rename DEFINE_GLOBALS() to just GLOBALS() (because I could never remember if it was DECLARE_GLOBALS). Convert existing commands to use new infrastructure, and replace optflag constants with FLAG_ macros where appropriate.

Rename DEFINE_GLOBALS() to just GLOBALS() (because I could never remember if it was DECLARE_GLOBALS). Convert existing commands to use new infrastructure, and replace optflag constants with FLAG_ macros where appropriate.
